Overview

 

Under the direction of the Executive Director of Student Services, the Registrar is responsible for coordinating and managing staff and functions within the Records and Registration department. Additional responsibilities include servicing as the CourseLeaf Administrator for the College and managing the student-record related modules of the Student Information System (Banner), the import of curriculum data from the curriculum inventory management system (CIM), and the course scheduling system (CLSS) The Registrar serves as an active member on the Student Services leadership team. The position is responsible for leadership, programming, processes, personnel and budget oversight of the Registration and Records department.

Responsibilities

 

Oversee processes/procedures required to support the student registration function.

 

• Provide leadership and administration for the Courseleaf suite.

• Manage and uphold standards of academic calendar, parts of term, and course scheduling system.

• Plan and coordinate student registration to include in person and web registration. Update and improve registration processes in collaboration with the IT staff.

• Organize and support student registration at all campuses and locations. Communicate registration information to students and to college faculty and staff.

• Ensure registration policies and procedures are conducted in compliance with State, Federal, and District regulations.

• Plan, schedule, coordinate and direct a computer-based information system for student registration and management of the official academic records for the District.

• Resolve student records and registration issues in accord with state and college policies with the cooperation of the Academic Deans. (Including the management of international student records.)

• Attend statewide meetings related to registrar functions.

• Provide reports and develop policy and procedure recommendations to improve scheduling processes.

Provide leadership for the student records management function of the college; research and execute process improvements.

 

• Serve as the college's legal custodian of student academic records.

• Develop, implement, and maintain the student record system, both paper and electronic to ensure the integrity and security of information in accordance with state and federal guidelines.

• Develop guidelines and manage the dissemination of student information to internal and external customers.

• Oversee the collection, reporting, and distribution of student grades. Oversee the maintenance of students' academic transcripts and the processing of transcript requests.

• Conduct final graduation audit and verify completion of graduation requirements.

• Develop policy, administer procedures, and initiate communication that facilitates compliance with the Family Education Rights and Privacy Act (FERPA).

• Manage all official student records to ensure compliance with IPEDS and state and national standards for accuracy and confidentiality.

Supervise assigned staff to include training, evaluating, and recommending personnel actions in accordance with College policies, procedures, and contractual agreements.

 

• Develop, implement, and maintain a process to ensure efficient and effective office operations.

• Develop customer service driven procedures.

• Explore, promote, and support best practices and innovations in the area of student records and service and the use of information technology.

Prepare, coordinate, and submit institutional, state, and federal reports as required.

 

• Provide accurate data and records to meet auditing requirements for records review, client reporting functions, and financial aid administration.

• Administer procedures in coordination with IT to ensure the collection of data required for district statistical and reporting needs.

• Ensure accuracy of student data to comply with state client reporting systems.

• Comply with federal reporting associated with student records (IPEDS, graduation rates, surveys, etc.).

Plan, develop, and manage the Registration and Records Department budget in accordance with College procedures and guidelines.

 

Qualifications

 

Knowledge, Skills & Abilities:

 

• Strong computer skills including proficiency within Microsoft Office Suite.

• Strong knowledge of budget management procedures.

• Ability to manage multiple projects and priorities simultaneously.

• Strong interpersonal and communication skills both verbally and written.

• Experience and working knowledge of FERPA regulations.

• Experience working with a student records system, Banner knowledge preferred.

• Strong communication experience and work experience working with diverse populations.

 

Education & Experience:

 

• Bachelor's Degree in Higher Education, Business Administration, Business Management or related field from accredited college or university. (Master's Degree preferred)

• Five (5) years of progressively responsible administrative experience in a comparable position in higher education.

• Two (2) years of supervisory and/or project management experience.
